Judaizing for foreigners was already decreed at Sinai before the conquest of Canaan

God never forgot or excluded the foreigners in His salvation

Moses decreed one Law and one ordinance for both homeborn Israelites and foreigners

Numbers 15:13-16 ASV
(13) All that are home-born shall do these things after this manner, in offering an offering made by fire, of a sweet savor unto Jehovah.
(14) And if a stranger sojourn with you, or whosoever may be among you throughout your generations, and will offer an offering made by fire, of a sweet savor unto Jehovah; as ye do, so he shall do.
(15) For the assembly, there shall be one statute for you, and for the stranger that sojourneth with you, a statute for ever throughout your generations: as ye are, so shall the sojourner be before Jehovah.
(16) One law and one ordinance shall be for you, and for the stranger that sojourneth with you.

As you can read in Numbers 15:13-16, the Law was also given to the Gentiles or any man (Leviticus 18:5), contrary to the lies of the disguised ministers of light of Satan (2 Corinthians 11:13-15).
The world was already made up of nations with their own laws. The new nation Israel of the Promise to Abraham, the Kingdom of God, needed also its own laws from the God of Abraham, which were a rebuke of the behaviors of men who do not believe in God (Leviticus 18:1-5).

The main purpose of God for the numbers of the Israelites

God always sought to increase the numbers of the Israelites with other believing foreigners

Isaiah 56:6-8 ASV
(6) Also the foreigners that join themselves to Jehovah, to minister unto him, and to love the name of Jehovah, to be his servants, every one that keepeth the sabbath from profaning it, and holdeth fast my covenant;
(7) even them will I bring to my holy mountain, and make them joyful in my house of prayer: their burnt-offerings and their sacrifices shall be accepted upon mine altar; for my house shall be called a house of prayer for all peoples.
(8) The Lord Jehovah, who gathereth the outcasts of Israel, saith, Yet will I gather others to him, besides his own that are gathered.

Before He became flesh, God reasserted His offer of His salvation to all foreigners through Prophet Isaiah, even putting them ahead of the chosen homeborn Israelites (Isaiah 56:5).

Isaiah 56:1-5 ASV
(1) Thus saith Jehovah, Keep ye justice, and do righteousness; for my salvation is near to come, and my righteousness to be revealed.
(2) Blessed is the man that doeth this, and the son of man that holdeth it fast; that keepeth the sabbath from profaning it, and keepeth his hand from doing any evil.
(3) Neither let the foreigner, that hath joined himself to Jehovah, speak, saying, Jehovah will surely separate me from his people; neither let the eunuch say, Behold, I am a dry tree.
(4) For thus saith Jehovah of the eunuchs that keep my sabbaths, and choose the things that please me, and hold fast my covenant:
(5) Unto them will I give in my house and within my walls a memorial and a name better than of sons and of daughters; I will give them an everlasting name, that shall not be cut off.

(20) but that we write unto them, that they abstain from the pollutions of idols, and from fornication, and from what is strangled, and from blood.
(21) For Moses from generations of old hath in every city them that preach him, being read in the synagogues every sabbath.

The TORAH went out of ZION to the world

Isaiah 2:1-5 ASV
(1) The word that Isaiah the son of Amoz saw concerning Judah and Jerusalem.
(2) And it shall come to pass in the latter days, that the mountain of Jehovah's house shall be established on the top of the mountains, and shall be exalted above the hills; and all nations shall flow unto it.
(3) And many peoples shall go and say, Come ye, and let us go up to the mountain of Jehovah, to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for out of Zion shall go forth the law, and the word of Jehovah from Jerusalem.
(4) And he will judge between the nations, and will decide concerning many peoples; and they shall beat their swords into plowshares, and their spears into pruning-hooks; nation shall not lift up sword against nation, neither shall they learn war any more.
(5) O house of Jacob, come ye, and let us walk in the light of Jehovah.

The law went out of Zion to top of mountains
